6%Review three-to-five-year trends when available: revenue concentration, reserves, leadership continuity, repeat outcomes, complaints, late filings, and whether corrective actions stayed in place. A one-year snapshot cannot establish durability.
Entity identity, applicant authority, disqualifying sanctions, unresolved diversion, falsified documents, and material safety issues are reviewed as gates. A high impact score cannot mathematically cancel an unresolved integrity risk.
Compare organizations by cause, size, age, geography, and operating model. Fundraising and administrative costs are interpreted with results, controls, and life-cycle needs—not treated as universal evidence of waste.
For multiple reasonably independent sources, the model may summarize coverage as C = 1 − ∏(1 − rᵢ), where rᵢ is a documented source-reliability factor. Correlated sources are discounted, outputs are capped, and the result is labeled “evidence coverage”—never probability of honesty, success, or absence of fraud.
